Brian Donovan, vice president and chief actuary at Citizens, has called for the allowance of an 11% rate increase so the company might achieve “overall actuarial soundness”.

At a rate hearing yesterday, the state-backed carrier’s president and CEO Barry Gilway detailed how exponential growth at Citizens was being driven by its competitive position on rates.
