Florida Citizens expects 1.2 million policies by year-end as market falters

The Florida private carrier market is losing 25%-35% of surplus a year, with the result that “the market is 75% shut down, with very, very few companies really open,” Citizens president Barry Gilway told his firm’s board today.

The impact was that Citizens estimated its portfolio could grow to 1.2 million customers by the end of this year and that it was a “reasonable forecast” for 1.55
