State National’s former founder and chairman Terry Ledbetter has launched Kestrel Group, a fronting carrier.

The company will be an exclusive producer for four carriers widely licensed in the US with broad admitted and surplus line capabilities, offering capacity to them alongside capital partners, according to a press release.
